PITTSBURGH San Francisco metal recyclers are bracing for more paperwork and stepped-up background checks now that the local Board of Supervisors has preliminarily approved amendments to its junk dealer permit process.
Elected officials cited large-scale metal theft as the motive behind tightening existing rules. The amendments received anonymous approval, and face a final vote in January before being enacted.....
