CHICAGO — Capacity utilization rates at primary metals producers rose last month, as did the industry’s index for industrial production.

Metals producers’ capacity utilization rate reached 72.9 percent in November, up 2.6 points from October’s 70.3 percent, which marked the lowest rate within the past six months, according to the Federal Reserve Board.....
