PITTSBURGH — Washington state legislators have introduced two measures to regulate the scrap industry to try to discourage metal thefts.
H.B.1552, which seeks to expand existing metal theft provisions, would require all metal recyclers and metal suppliers in the state to be licensed, and all licensees would be required to subscribe to the Institute of Scrap Recycling Industries’ metal theft alert system. All recyclers would be required to put up a $10,000 surety bond in order to be licensed. Victims....
