Arkansas legislators seek to license scrap sellers, buyers

PITTSBURGH — Two bills are working their way through the Arkansas state legislature that would require scrap metal sellers and buyers to be licensed, but could eliminate scrap recyclers’ need to acquire customers’ thumbprints.
The first, a Senate bill introduced by state Sen. David Wyatt (D., District 19), would eliminate an existing rule that requires an electronic thumbprint for transactions. Instead, recyclers would have to be more specific in their descriptions of purchases, including entering serial numbers into the records or any unique characteristics....
