PITTSBURGH — A scrap metal bill that would require anyone selling copper in Arkansas to first make a stop at a local law enforcement agency is being frowned upon by local recyclers.

H.B.1982, sponsored by state Rep. David Hillman (D., District 13), is aimed at protecting agricultural producers’ and farmers’ equipment. It would require that anyone selling a load that includes copper to acquire a permit and have the material photographed by the county sheriff preceding all copper sales.....
