PITTSBURGH The New York Department of Environmental Conservation (DEC) has proposed spending $8.1 million to clean up a former Genesee County scrapyard.
No potentially responsible parties have been identified, according to a proposed remedial action plan, which means no other recycler or customer faces having to pay cleanup costs at the 6.8-acre site that....
