CHICAGO — Duct tape won’t cut it for U.S. Sen. Jay Rockefeller (D., W.Va.), who wants the United States to strategically invest in its transportation network for the long term.

Rockefeller, chairman of the Senate Committee on Commerce, Science and Transportation, during a committee hearing April 10 discussed a bill he introduced that would leverage federal investment to rebuild and expand transportation infrastructure. That’s the same day the fiscal 2014 federal budget was released, which includes $50 billion in transportation....
