NEW YORK — China has until July 31 to implement World Trade Organization (WTO) rulings concerning the imposition of duties on U.S. shipments of grain-oriented flat-rolled electrical steel.

A WTO arbitrator said the end of July—eight months and 15 days from the adoption of reports from the WTO’s Dispute Settlement Panel and Appellate Body—represented a "reasonable period of time" for China to implement....
