PITTSBURGH The former manager of a U.S. Navy bombing range has been accused of conspiring with salvage yard owners to steal $6.7 million in scrap metal between 2005 and 2011.
Harry Mann has been charged with one count of conspiracy and numerous counts of theft of government property and aiding and abetting.....
