NEW YORK — Legislation aimed at curbing metal theft in Rhode Island is headed to the governor’s desk.

Under the Copper Theft Prevention Act approved by the Rhode Island General Assembly, recyclers would be prohibited from paying cash for transactions above $500 for regulated metals, including copper. The law also would require dealers....
