NEW YORK — Ferroalloy importers have expressed frustration at the expiration of the federal government’s Generalized System of Preferences (GSP) program, as buyers will now be required to pay import duties on some products.

A bill that would have extended the GSP program until October 2015 failed to pass the Senate before politicians left Washington for the August recess (amm.com, Aug. 2).....
