Two Pa. lawmakers propose statewide scrap database

NEW YORK Two Pennsylvania state lawmakers plan to introduce legislation that would require scrap dealers to register with a government-operated database.
The bill, which will be introduced by Rep. Kevin Boyle and Rep. John Taylor, would update the Scrap Material Theft Prevention Act, which empowers law enforcement officials to physically inspect sales records at scrap processing operations.....
