Champion welcomes Quebec funding for rail study

NEW YORK — The government of Quebec has agreed to finance a Canadian $20-million ($19.4-million) pre-feasibility study for a third railway link to transport iron ore from the Labrador Trough as part of the province’s economic policy.

Private investors also will be invited to provide financing for the project.

The study is "part of a vision for responsible development of northern infrastructures that are essential to ensuring the economic and social development of the northern territory," the province’s administration said. "The government is completing (the study) while ensuring the risk is shared among all the partners in question. The government will include the First Nations and Inuit (the native peoples of the region)....
