NEW YORK — ArcelorMittal USA LLC plans to reopen its long product finishing facility in Harriman, Tenn., by April, the company said Jan. 2.

The Harriman facility will receive billets from the ArcelorMittal mini-mill in LaPlace, La., and reheat and roll them into light structural shapes and merchant bars for the construction market. The reopening of the mill will expand ArcelorMittal’s long product portfolio by producing 1- to 3-inch....
