Calif. implements rules to curb UBC fraud

NEW YORK — California authorities have introduced emergency regulations aimed at thwarting aluminum can recycling fraud in the state.

The move comes nearly three years after AMM first exposed the extent of aluminum can recycling fraud in California (amm.com, Feb. 7, 2011) and after repeated requests from the industry to thwart fraudsters (amm.com, Nov. 20).

The California Department of Resources Recycling and Recovery (CalRecycle) announced Jan. 16 that the state’s Office of Administrative Law had approved its proposed emergency regulations for out-of-state beverage container importation.....
