NEW YORK — SunCoke Energy Inc. is seeking approval for an air-quality permit to build a metallurgical coke plant in Greenup County, Ky., by September.

The plant, which is expected to cost about $400 million, will include coal- and coke-handling facilities, a coke oven battery and coke storage facilities.....
