Crimea ferrous scrap exporters see delays

BARCELONA, Spain — While Russia’s annexation of Crimea from Ukraine nearly two weeks ago has done little to impact the flow of scrap and pig iron from Crimean ports, exporters are struggling with bureaucratic issues.

The transition to Russian authority has resulted in some procedural delays and uncertainties, according to market participants, who are fighting for clear answers on routine practices.

"It is a bit of a mess because nobody knows which export tax to apply—Ukraine’s or Russia’s," one exporter said on the sidelines of the International Rebar Exporters and Producers Association (Irepas) meeting in Barcelona.....
