Ontario auto recycler owner jailed

PITTSBURGH — The owner of a Hamilton, Ontario, auto recycling operation will spend nearly three weeks in jail for allegedly violating fire codes.

Winston Prescod, owner of Flamborough Auto Recycling, was sentenced to 20 days in Hamilton-Wentworth Regional Detention Centre, Hamilton chief fire prevention officer Frank Biancucci said.

During an annual inspection in November 2011, the recycler was cited for having both entrances blocked by vehicles and failing to store gas tanks separately from other material. The case was finally decided March 28.

Prescod previously was cited and fined in 2004 and 2008. The company declined to comment.

Hamilton conducts annual risk management inspections at salvage operations because they present a unique set of criteria, Biancucci told AMM.

It is unusual for fire code violations to result in jail time. "This is the third time in my career I have seen someone go to jail. He was convicted two other times and still had outstanding fines on those convictions," Biancucci said. "We felt fining him wouldn’t be a sufficient deterrent."
