PITTSBURGH Basik Recycling Inc. is being forced to scale back the scope of its operations after officials in Chico, Calif., denied its request for a permit to operate a recycling, scrap and dismantling yard.
The Chico City Council upheld the city planning commissions recommendation to deny Basik Recyclings permit request, citing concerns about noise, vibration and dust. The facility will be allowed to conduct business as a feeder....
