LOS ANGELES — An anti-dumping ruling against South Korean oil country tubular goods (OCTG) won’t scare away the Korean hot-rolled sheet and plate that represents the main alternative to domestic sourcing on the West Coast, market sources said this week.

Korean mills and trading companies—even before last week’s ruling—were being careful to avoid letting the price on foreign hot-rolled sheet and plate fall far enough below U.S. mills to justify trade complaints, according to buyers.....
