NEW YORK — The Commerce Department’s International Trade Administration has set a 15.81-percent subsidy rate in its final determination in a countervailing duty investigation of imports of high-pressure steel cylinders from China from Jan. 1 to Dec. 31, 2010. The petitioner was Norris Cylinder Co.
