NEW YORK — The U.S. Trade Representative’s Office (USTR) is inviting written comment on a request earlier this month at the World Trade Organization to establish a dispute settlement panel on China’s alleged restraints on exports of tungsten, molybdenum and 17 rare earth minerals. Comments are due Aug. 27.
