NEW YORK — The Commerce Department’s International Trade Administration (ITA) has issued a preliminary determination in an anti-dumping duty administrative review that seamless refined copper pipe and tube from Mexico’s Golden Dragon (including GD Affiliates S de RL de CV and its affiliate, Hong Kong GD Trading Co. Ltd.) from May 1 to Oct. 31, 2011, and Nacional de Cobre SA de CV from Nov. 22, 2010, to Oct. 31, 2011, were not sold at less than normal value.
