NEW YORK — The North American Free Trade Agreement (Nafta) Binational Panel, a division of the U.S. Commerce Department’s International Trade Administration, has issued an affirmative final anti-dumping duty determination on carbon and certain alloy steel wire rod from Canada.

In a separate hearing on a 2008-09 anti-dumping duty administrative review of light-walled rectangular pipe and tube from Mexico, the panel has asked Commerce for an explanation regarding its practice of zeroing in administrative reviews but not in anti-dumping investigations.
