NEW YORK — The Commerce Department’s International Trade Administration (ITA) ruled in an anti-dumping duty administrative review of cut-to-length carbon-quality steel plate from South Korea from Feb. 1, 2011, to Jan. 31, 2012, that manufacturers/exporters Dongkuk Steel Mill Co. Ltd., Samsung C&T Corp. and TCC Steel Corp. did not sell the product at less than normal value and issued a weighted-average dumping margin of zero.

The cash deposit rate for all other producers is 0.98 percent.
