NEW YORK — The Commerce Department’s International Trade Administration (ITA) has rescinded a countervailing duty administrative review of imports of circular-welded carbon-quality steel pipe from China from Jan. 1 to Dec. 31, 2011, after petitioners LDR Industries Inc. and Wheatland Tube Co. withdrew their requests for a review.
