NEW YORK — In a final ruling in an expedited second sunset review of imports of welded large-diameter line pipe from Japan, the Commerce Department’s International Trade Administration (ITA) has determined that revocation of a 30.8-percent anti-dumping duty would likely lead to a continuation or recurrence of dumping.
