Commerce rules graphite electrode imports circumvented duties

NEW YORK — The Commerce Department’s International Trade Administration (ITA) has made a preliminary affirmative determination of circumvention of the anti-dumping duty order on small-diameter graphite electrodes from China.

The ITA said that product shipped by Sinosteel Jilin Carbon Co. Ltd. and Jilin Carbon Import & Export Co. with an actual or nominal diameter of 17 inches constitutes merchandise altered in such minor ways that it should be within the scope of the existing duty order.
