NEW YORK — In an anti-dumping duty administrative review of imports of small-diameter carbon and alloy seamless standard, line and pressure pipe from Romania from Aug. 1, 2011, to July 31, 2012, the Commerce Department’s International Trade Administration (ITA) has issued a preliminary ruling that ArcelorMittal Tubular Products Roman S.A. did not sell the product at less than normal value.

It also ruled that Canadian Natural Resources Ltd.’s entries should be liquidated without regard to anti-dumping duties.
