NEW YORK — The Commerce Department’s International Trade Administration (ITA) has issued a preliminary ruling in an anti-dumping duty administrative review of imports of kitchen appliance shelving and racks from China.

The ITC ruled that New King Shan Wire Co. Ltd. did not sell the products at less than normal value from Sept. 1, 2011, to Aug. 31, 2012, and has issued it a zero-percent margin.
