Earl W Comstock

Earl Comstock is an attorney and senior executive with more than twenty-five years of experience in corporate and government roles.   He has extensive experience drafting legislation, working with Federal agencies on regulatory matters, and has litigated agency actions in the Court of Appeals and Supreme Court.  He has unique expertise in rural and technology issues.
As Director of the Office of Policy and Strategic Planning Mr. Comstock advises the Secretary of Commerce.  His office is responsible for new policy initiatives for the Department and for ensuring consistent application of the Secretary's priorities.
Prior to joining the Department, Mr. Comstock was general counsel for a technology start-up, chief executive officer of a national trade organization representing competitive communications companies, an equity partner in a law firm, and the principal of his own consulting firm.   
Mr. Comstock got his start in Washington when he worked for a decade for the United States Senate.  He was legislative director and chief counsel for Senator Ted Stevens (R-AK) while the Senator was President Pro Tem and chairman of the Appropriations, Governmental Affairs, and Rules Committees.  Mr. Comstock was Senator Stevens' floor strategist and senior advisor on Commerce Committee matters.  He co-authored solutions that enabled enactment of more than a dozen major bills, including the landmark Telecommunications Act of 1996, reauthorizations of the Magnuson-Stevens Fishery Conservation and Management Act and the Marine Mammal Protection Act, and served as lead counsel on the enactment of the Oil Pollution Act.  
Mr. Comstock also served on the Senate Committee on Commerce, Science, and Transportation, where he was special counsel for telecommunications and professional staff for the National Ocean Policy Study and Merchant Marine subcommittee.
Mr. Comstock earned his law degree at George Mason University School of Law and is a member of the Alaska, District of Columbia, and Supreme Court bars.  He is a graduate of the University of California at Santa Barbara and lives in DC with his wife and daughter.
