W.Va., Iowa enact stricter scrap laws

PITTSBURGH — Iowa and West Virginia have enacted laws to curb scrap metals theft, with recyclers in both states backing the measures.

The governor of Iowa has signed legislation that limits cash payments for scrap metal to $50 and requires recyclers to maintain records for at least two years.

Iowa recyclers, who worked with legislators to draft the measure, are comfortable with the new law (AMM, March 14), which Gov. Terry Branstad signed on April 19. The law takes effect immediately.....
