NEW YORK A number of recyclers in Los Angeles have formed a coalition to help local law enforcement and government agencies identify small "pop-up" scrapyards that are breaching environmental and metal purchasing laws.
Jeff Farano Sr., legal counsel and government affairs manager at Orange, Calif.-based SA Recycling LLC, told AMM that the coalition has been meeting with officials from agencies such as the state Department of Toxic Substances Control to alert them to the growing problem of pop-up yards that pay no heed to regulations that apply to most scrap companies.....
