PITTSBURGH Metals recyclers in Abilene, Texas, might face stiffer requirements once local officials hold a final vote on an ordinance covering scrap metals later this month.
While the state already requires scrapyards to document purchases, the new ordinance would require them to photograph each load of scrap and report information on each transaction using an online service.....
