RSR opposes changes to battery shipping laws

NEW YORK — RSR Corp. opposes proposed changes to the laws governing the shipment of lead-acid batteries even though the Battery Council International (BCI) has described the revisions as "favorable."
The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) is considering revisions to transportation laws governing hazardous materials that would eliminate a single-shipper provision, which prohibits the shipment of used lead-acid batteries from multiple shippers on a single vehicle.
The lead-battery recycling industry currently makes regular use of such "milk-run" shipping, in which a single truck collects used batteries from multiple locations and transports them all to a secondary lead smelter for recycling. Such shipments often involve these trucks concurrently delivering new batteries to retail locations while collecting used batteries.....
