NEW YORK — The Idaho legislature has passed a bill that would impose additional regulations on scrap metal sales in the state.

House Bill 241, passed by the Senate in a 23-to-12 vote, would require dealers to obtain either photographs or digital recordings lasting more than 30 seconds for nonferrous and stainless steel metal sold to scrapyards. It would also obligate....
