NEW YORK A federal appellate court has dismissed attempts by the Louisiana Department of Environmental Quality (LDEQ) designed to force the US Environmental Protection Agency to make a final ruling on environmental permits for Nucors direct-reduced iron (DRI) facility in Louisiana.
