NEW YORK — Two bills offering different visions of how to fund the country’s infrastructure have been introduced in Congress.

The Transportation Empowerment Act (TEA), sponsored by Rep. Tom Graves (R., Ga.) and Sen. Mike Lee (R., Utah), would virtually eliminate federal funding for highway and transit programs, transferring authority to the state level, and reduce the federal gas tax to one-sixth its current level, according to a statement by Lee.
