NEW YORK — The Commerce Department’s International Trade Administration has extended to March 29 the deadline to submit surrogate value comments and rebuttal comments concerning the preliminary results in the 2011-12 anti-dumping duty administrative review on seamless refined copper pipe and tube from China.
